However, I believe that the quickest way to rebuild Tohoku is for the Kan Cabinet to step down immediately. The reason for this huge difference in attitude between the disaster-stricken areas and Nagatacho is the grandstanding of Prime Minister Naoto Kan.

Nikai quickly contacted industry groups and connected the Ministry of Economy, Trade and Industry with the disaster area. If Prime Minister Naoto Kan also takes this stance, bureaucrats will decide to sacrifice their lives for him. However, if he is only concerned with his own survival, taking credit for his subordinates and yelling at them, people will lose their hearts. If he is obsessed with PR, such as shutting down the Hamaoka nuclear power plant, the Prime Minister's visit, and solar power generation, he will receive recognition on the spot. However, he will not be able to move forward with political matters one step at a time. Over the past few months, Nagatacho and Kasumigaseki have been forced to remove background image face the reality of Suga's character. That is why they submitted a motion of no confidence.
